2 · Zoning basics
The main residential zones in Powell River
Powell River’s zoning bylaw is Zoning Bylaw 2100, 2006. Every lot sits in one zone. The residential and rural ones people ask about most are the R zones (R1, R2, R3, R3A, and R4 for mobile homes), RA1 residential acreage, the agricultural A0, A1, A2 zones, the RM1–RM5 multi-family zones, and small-lot CD4.
What a house lot can add:
- A carriage house — allowed in R1, R2, R3, R3A, RA1, A0, A1, A2 and CD4. One per lot, up to 120 m², at least 1.8 m from the side line. Its water ties into the main house’s service, not a separate one. Every carriage house needs a development permit under the carriage-house design guidelines, even a small one.
- A secondary suite — one per house, wholly inside it, with its own entrance, ceilings at least 2 m, and a 45-minute fire separation (30 minutes with interconnected smoke alarms). The zoning bylaw sets which zones allow it; ask the City for yours.
- More units — ask the City how many homes the 2024 provincial housing changes allow on your lot; the number wasn’t confirmed for this page.
Lot sizes, setbacks and height limits for each zone are in the bylaw itself. The City has handouts on fences and building height; ask for them before you draw anything.
3 · Everyday projects
Fences, decks, sheds, suites, RVs and home business
- Decks — building or remodelling a deck needs a building permit, with no size threshold stated.
- Sheds — no building permit under 10 m². Anything bigger, and any new accessory building or structure, needs one. Zoning setbacks still apply.
- Retaining walls — a permit for walls 5 feet (1.5 m) or higher.
- Pools — need a building permit.
- Trees — a permit to cut trees 20 cm across or more on land in a development permit area, under a covenant, in a riparian area, or that are significant or wildlife trees (Tree Protection Bylaw 2174). Dead or damaged trees are exempt with an arborist’s statement.
- Short-term rentals — only in R1, R2, R3, R3A, RA1, A0, A1, A2 and CD4, not the RM zones. Principal residence only, up to 2 adults per bedroom and 8 in total, a $180 business licence, and the licence number on every listing.
- Home business — minor (up to 20% of the home to 50 m², no employees, no customers on site), major (up to 30% to 75 m², one employee, up to 3 customers at a time) or rural (up to 93 m², two employees, on R2, RA1, A1 and A2 lots over 4,000 m²).
- Animals — up to 3 dogs and 3 cats. In R1, R2 and R3, up to 3 poultry and no roosters, penned in the rear yard at least 0.9 m from lot lines (Animal Control Bylaw 1979).

5 · Before you remove subjects

- Is it in a permit area, floodplain or stream setback? Each adds steps and cost.
- Is it on City water and sewer, or a well and septic? That decides what you can add.
- What’s on title? Covenants and rights-of-way can limit a lot more than zoning does.
- Anything you’ll spend money on: confirm it with the City of Powell River planning department.
6 · Local specifics
What’s different about Powell River
- Bluffs and the waterfront. The Official Community Plan keeps new construction 15 m back from the natural boundary or top of bank of the ocean, a lake or a stream, and on a bluff, back three times the bluff’s height.
- Design review for three or more. Development permit area 1 applies to all development with three or more homes on a lot. Small additions and detached buildings up to 10 m² are exempt, except carriage houses.
- Townsite. The historic Townsite is a heritage conservation area with its own permit areas.
- Farmland and treaty lands. Parts of the City are in the Agricultural Land Reserve, and Tla’amin Nation treaty lands adjoin it.
